TERMS OF REFERENCE

To study assessment reports, relevant information (summary reports) and recommendations by the assessment team and SLAB staff and determine whether the testing/calibration laboratories, GLP facilities and Proficiency Testing Provider comply with ISO/IEC 17025 for testing/calibration, OECD Guidelines for GLP facilities and ISO/IEC 17043 for Proficiency Testing Providers and relevant SLAB criteria for grant of accreditation.

To approve grant, renewal, withdrawal, reduction and suspension of accreditation to testing/ calibration laboratories, GLP facilities and Proficiency testing Providers based on the criteria laid down by SLAB.

To provide advice and guidance to the Council and the Director/CEO on matters related to and incidental to the grant, renewal, withdrawal, reduction and suspension of accreditation to testing/ calibration laboratories, GLP facilities and Proficiency testing Providers.

TERMS OF REFERENCE

To develop and establish specific guidelines and criteria required for accreditation of Calibration Laboratories based on relevant national and international standards and guidelines, particularly the most recently published version of ISO/IEC 17025:2017.
ISO/IEC 17025 – General Requirements for the Competence of Testing and Calibration Laboratories

To provide advice and guidance to SLAB and Director/CEO on national and international approaches on national and/or global quality issues for the purpose of assuring compliance with relevant standards and guidelines for calibration laboratories.

To revise and update Criteria and guidelines prepared by SLAB to meet the current needs of Accreditation.

To advice SLAB on assuring Internal and external quality assurance of Calibration laboratories and establishing Measurement traceability needs required for the scopes accredited and to be accredited laboratories by SLAB.

To comment on international and regional guidelines on accreditation and assist SLAB to interpret such documents considering the national view point related to the subject area.

TERMS OF REFERENCE

To develop and establish guidelines and criteria required for accreditation of Proficiency Testing Providers based on most recently published versions of ISO/IEC 17043 (Conformity Assessment – General Requirements for Proficiency testing) and ISO 13528 (Statistical Methods for use in Proficiency Testing by inter – laboratory comparison)

To provide advice and guideline to SLAB and Director/CEO on national and international approaches on various types of proficiency testing schemes for the purpose of assuring accuracy of results of testing, medical, calibration laboratories and inspection bodies in compliance with requirements of ILAC & APAC and relevant standards and guidelines.

To establish specific guideline and criteria for accreditation of various types of proficiency testing schemes in order to encourage organization for proficiency testing and also for reference material production.

TERMS OF REFERENCE

To prepare necessary guidelines on the use of reference material in different test in different disciplines in medical/clinical testing.

To collect available and accessible literature related to reference materials traceable to SI units or certified/standard reference materials or natural constant, share them among the members of the committee and provide them as applicable to SLAB staff in the preparation of documents related to reference materials.

To propose other means whenever the traceability of measurement in the material used for given test is not established to SI units or by reference to a natural constant or other stated references.
