To provide advice and guidance to the Council and the Director/CEO on matters related to and incidental to the grant, renewal, withdrawal, reduction and suspension of accreditation to inspection bodies.

To study assessment reports, relevant information (Summary reports) and recommendations by the assessment team and SLAB staff and determine whether the Validation/Verification bodies comply with the international standards as given below and relevant SLAB criteria for grant accreditation

•     - ISO/IEC 17029 for Conformity assessment — General principles and requirements for validation and verification bodies
•     - ISO 14065 for General principles and requirements for bodies validating and verifying environmental information
•     - Scheme requirements of VERRA (Verified Carbon Standard) CORSIA (Carbon Offsetting and Reduction Scheme for International Aviation, Carbon crediting schemes etc.

To approve grant, renewal, withdrawal, reduction and suspension of accreditation to V/VBs based on the criteria laid down by SLAB.

To provide advice and guidance to the Council and Director/CEO on matter related to and incidental to the grant, renewal, reduction and suspension of accreditation to Validation/Verification Bodies.

•     - To develop and establish specific procedures, guidelines and criteria required for the accreditation of Testing laboratories based on relevant national and international standards and guidelines particularly based on ISO/IEC 17025, Guidelines, Policies, Rules and Procedures of ILAC and APAC

•     - To interpret terminology, policies and requirements of international standards and other normative documents related to accreditation of testing laboratories

To develop and establish specific guidelines and criteria required for accreditation of Calibration Laboratories based on relevant national and international standards and guidelines, particularly the most recently published version of ISO/IEC 17025:2017.
ISO/IEC 17025 – General Requirements for the Competence of Testing and Calibration Laboratories

To provide advice and guidance to SLAB and Director/CEO on national and international approaches on national and/or global quality issues for the purpose of assuring compliance with relevant standards and guidelines for calibration laboratories.

To revise and update Criteria and guidelines prepared by SLAB to meet the current needs of Accreditation.

To advice SLAB on assuring Internal and external quality assurance of Calibration laboratories and establishing Measurement traceability needs required for the scopes accredited and to be accredited laboratories by SLAB.

To comment on international and regional guidelines on accreditation and assist SLAB to interpret such documents considering the national view point related to the subject area.

To provide advice and guidance to the Governing Council and the Director on matters related to and incidental to the accreditation of calibration laboratories in specific fields of expertise with due consideration to national and international needs and conditions.

To develop and establish specific procedures, guidelines and criteria required for the accreditation of Testing laboratories based on relevant national and international standards and guidelines particularly based on ISO/IEC 17020, Guidelines, Policies, Rules and Procedures of ILAC and APAC
ISO/IEC 17020 General requirements for the competence of Inspection Bodies.

To provide advice the Director/CEO and the staff of SLAB, on technical maters arising from assessments and accreditation of Inspection Bodies relevant to the specific fields of Inspection.

To interpret terminology, policies and requirements of international standards and other normative documents related to accreditation of Inspection Bodies.

To develop and establish guidelines and criteria required for accreditation of Proficiency Testing Providers based on most recently published versions of ISO/IEC 17043 (Conformity Assessment – General Requirements for Proficiency testing) and ISO 13528 (Statistical Methods for use in Proficiency Testing by inter – laboratory comparison)

To provide advice and guideline to SLAB and Director/CEO on national and international approaches on various types of proficiency testing schemes for the purpose of assuring accuracy of results of testing, medical, calibration laboratories and inspection bodies in compliance with requirements of ILAC & APAC and relevant standards and guidelines.

To establish specific guideline and criteria for accreditation of various types of proficiency testing schemes in order to encourage organization for proficiency testing and also for reference material production.

To advise and provide guidance to the Governing Council, Director/CEO and the staff on matters related to and incidental to assessments and accreditation of Proficiency Testing Providers.

To interpret terminology and requirements of ILAC, APAC, internal standards and other normative documents related to Proficiency Testing Providers.

To develop and establish specific procedures, guidelines and criteria required for the accreditation of Medical Testing Laboratories based on relevant National and International standards and guidelines particularly based on ISO 15189 Guidelines, policies rules and procedures of ILAC and APAC.

To advice the Director/CEO and the staff of SLAB on technical matters arising from assessments and accreditation of medical/clinical laboratories relevant to the specific fields (Hematology, Transfusion Medicine, Serology, Microbiology, Histopathology, Clinical pathology, Clinical biochemistry, Chemical pathology, Molecular biology & Genetics)

To interpret terminology, policies and requirements of international standards and other normative documents related to accreditation of Medical/Clinical testing laboratories.

To advice the Director/CEO and the staff of SLAB on technical matters relevant to validation/verification of GHG Emission, related schemes and certification of carbon footprint products.

To interpret terminology, policies and requirements of international standards and other normative documents related to accreditation of GHG Emission, related schemes and certification of carbon footprint products.

To make available necessary literature on recent development in GHG emission and carbon footprint and other related schemes good in relations to testing, research and development

To advice the staff of SLAB in the preparation of procedures and guidelines necessary for implementation of an accreditation scheme.

To prepare necessary guidelines on the use of reference material in different test in different disciplines in medical/clinical testing.

To collect available and accessible literature related to reference materials traceable to SI units or certified/standard reference materials or natural constant, share them among the members of the committee and provide them as applicable to SLAB staff in the preparation of documents related to reference materials.

To propose other means whenever the traceability of measurement in the material used for given test is not established to SI units or by reference to a natural constant or other stated references.

To provide advice and guidance to the Council, Technical Advisory Committees and the Director on matters related to reference materials in medical testing.

To prepare necessary guidelines to define, establish ad apply classification principles and techniques of Histopathology

To develop and establish guidelines, work instructions, assessor guidance notes covering Pre-examination, Examination, Post -examination and quality assurance programmes relating to Histopathology.

To prepare any training documents for training of assessors and SLAB officers.

To provide advice and guidance to the Director/CEO, Technical Advisory Committee on Medical Testing and the Governing Council of SLAB, on matters related to and incidental to the accreditation of Medical/Clinical Testing particularly on issues related to Histopathology.

To develop a guideline on Ensuring quality of examination results covering Internal Quality Control and External Quality Assurance considering all tests including semi-quantitative tests in Clinical Biochemistry/Chemical Pathology/Clinical Pathology with minimum requirements, based on international guidelines/valid references.
